ANNEX NOW TO MAT-SU

A viable, attainable, make sense plan to recognize and unify  Chugiak / Eagle River with Mat-Su.  CER and Mat-Su have a long history of shared values, integrity, interaction, respect of residents, and governance.  Now is the time to merge together for the betterment of our communities and the State of Alaska.

    YES 

    Yes is the overview response from on-the-street survey of the people of Mat-Su.  The Mat-Su Borough Assembly and the people of Mat-Su will ultimately vote to pursue and approve annexation.


    NO

    The Mat-Su Borough does not have a sales tax.  Only incorporated areas (e.g. Palmer, Wasilla, Houston) and Talkeetna have sales taxes.


    NO

    All services areas (e.g. roads, EMS, Fire, Parks, etc) will remain yet with greater recognition and respect for the residents of the areas once annexation is complete.  An additional Service Area called Public Safety will be created at no additional cost to residents than what is already being taxed on property.



    There are multiple benefits to Mat-Su, which some are:

    - increased revenue for infrastructure projects (e.g. road repairs, Pt. MacKenzie)

    - increased voice in Juneau with 3 additional legislators

    - increased economic recognition within the state toward business development


    There are multiple benefits which include:

    - Detaching from Anchorage

    - Being respected, valued, and heard by a borough, which Anchorage no longer is doing.

    - Reduced property taxes and other taxes

    - Fiscally solvent governance rather than out of control spending and taxation

    - Business will no longer be burdened with excessive expenses called "Inventory Tax"

    - Better education for our children

    The proposed boundary lines are  the current District 2 Eastern and Southern boundaries which encompasses the Chugach State Park.  The Western line will run along the western mountain ridge until about Eagle River river then proceed geographically west to the Knik River.  The Northern line is connected to Mat-Su.  JBER will be effected at Fort Richardson at the practice areas and Arctic Valley.  Land west of the Chugach ridge line and about southwest of Eagle River river Glenn Hwy connection will remain in Anchorage (e.g. landfill).


    Every residence north of the current District 2 southern border and east of the proposed western Chugach mountain ridge line, and north of Eagle River river Glenn Hwy junction  (see map).


    LOWER TAXES

    Annexation will avail lower taxes for CER residents once the obligatory repayment of Anchorage Bonds have been fulfilled.


    NO

    The annexation transition process will keep CER residents responsible for the obligatory repayment portion of Anchorage Bonds.  For prompt annex transition from the Municipality of Anchorage, Mat-Su Borough may take on a "Service Area Bond / Loan" which CER residents will be responsible.


    Because Mat-Su Borough is a recognized functional borough which the annexation process could be quick and only 2 years.


    NO

    The State of Alaska in the establishment of boundaries had the foresight in policy for only the residents of the effected  and annexation area  to vote on a boundary change proposal.  In this situation, Anchorage does not get to vote on the proposal.


    Mat-Su is business friendly with much less regulations, fees, and delays.  Many people and businesses are transitioning to Mat-Su because it is economically advantageous for them and the State of Alaska.


    The process is to include the CER area to have its own Service Area for Public Safety / Law Enforcement.  Other areas in Alaska current avail Service Area for public safety.  Residents of CER current pay nearly $18,600,000 toward APD services.  The proposed annexation will drop that amount significantly.

    Annexnow2mat-su is a group of CER residents who are very concerned about the rapid, rogue, and disenfranchising actions and policies by the Municipality of Anchorage over the years.  Currently, Anchorage is ignoring the CER Comprehensive Plan, Community Councils, and Service Areas to implement whatever they want with disregard to the residents.   We need real options to resolve and disengage from Anchorage now.
